Dr. Stephen Welsh serves as Chair of the Integrative Health Policy Consortium (IHPC), where he leads national efforts to advance policies that support full inclusion of licensed integrative health professions in federal health programs.
A longtime leader in chiropractic and integrative health policy, Dr. Welsh is a Past President of the International Chiropractors Association (ICA) and previously served as Chair of the ICA Advocacy Committee, where he led national policy initiatives and professional advocacy efforts. He has also held senior leadership roles within ICA, including service as Interim Chief Executive Officer and as Chair of key governance and audit functions.
His work has focused on strengthening organizational integrity, advancing collaborative “big tent” engagement across diverse professional perspectives, and positioning integrative health within broader national policy discussions.
At IHPC, Dr. Welsh is guiding strategic initiatives to expand patient choice, promote non-drug approaches to health and healing, and align federal policy with outcomes-based, whole-person care. His current work includes engagement with federal agencies and national policy leaders to ensure integrative health professions are fully represented in emerging health and education policy frameworks.
